The bend lick needs a fretted high e string four frets back. So fretting the 12th fret (e string) and bending the 15th fret (b string) which follows exactly four frets down for each shift of the fretted b string. So your hand stays in the same position and the b string is bending into the non-bent fretted e so it's reaching the same note.
