After the numbers there are 3 dots.
 
This indicates that each beat is divided by 4 durations.
 
With the sketch below you can see that there are indeed 4 intervals
between the numbers 1 & 2.

First try playing the arpeggio above in eighth notes.
 
When beating the beat (with your foot for example) the notes 3 - 1 - 2 - 1
should be played at the moment you strike.
 
In sixteenth notes only the thumb notes should fall on the beats.
