Then comes this weird part where layne starts talking.
One of the guitars keeps on playing the main riff and the
second one just fiddles around with the harmonics on the 12th
and 15th fret i think...

This is tuned down a half step just like any other Alice in Chains song.  It
Basically has three parts.
