Dude I'm pretty sure this song is about a young dude who ended up joining the military and got killed in Iraq or Afghanistan ("And then you hear'em say

Then it shows how much of a tragedy it is for the youth to be lost in what the band most likely sees as a useless war because at the end
("Jimmy's mother went to Capitol Hill
So she could fill her heart up with joy
Maybe shake a few hands while she's there and tell them thank you sir for taking
my boy.")
Then to top off each chorus, the band bashes Bush ("From the man to blame
No there's still no shame") but at least sees that there is some blame on the part of the American people by adding in the last chorus and ending to the song after the lines mentioned above ("And we're all to blame")
