After further listening, I think that instead of cabbie, he's saying Cabot, referring to John and Sebastian.

After a bit of research I learned that the line "within the silent spells of beau", should be "within the silent spells of Bow". It refers to the "Bells of Bow".
This is probably obvious to anyone from the region or has spent time in London. From here in Texas, it was a mystery as to what Ralph was referring to. The line made little sense to me ears. :)
