It might be pointless to add to my own comment, but on the With the Lights Out booklet, Krist makes mention of them tuning this low because of a metal band they listened to that was heavy, so they decided to tune low.

For the most part, this seems accurate. Despite the low tuning, I believe Kurt used this tuning, as it is what the tuning is on the tablature book for Bleach.
