Although the guitar is tuned down 2 semi-tones, I'm pretty certain that the low E String is then dropped further down by another 2 semi-tones bringing it to a deep C. When Neil plays the D Chord (sounding as C), I'm sure he plays the open 6th string, making it the lowest tone on the recording. Obviously you can play it without but it does add extra heft whenever the D shape is played. I don't even tune down a whole step when I sing it (lazy), I simply use DropD tuning and it sounds okay.
