great job! this is really good, you probably ought to have put it under "chords" though, since that's mostly what you did. i would have seen it sooner that way because i dont usually bother looking at actual tabs for elliott smith songs since they're never right anyway.

In the intro and chorus, it's played like you said, but the C transition is different

by step, i believe a "whole step" is meant... aka, tuning like this:

I also disagree with the chord form for D7/F#, even though it's just an awkward chord in general, a much easier way to play it is:
