It's not so much that you're adding an F# note to the D chord, because there already is an F# in the D chord (same goes for the B in the G chord). It's telling you that the F# (or B) is the bass note of the chord (you play the chord in a way that the lowest note is F#). The proper way to write it is D/F# and G/B, if that's what the author of this tab is trying to tell us. The tab looks good, although i haven't tested it.

ok so idk if someone has said this already but i just looked at and got the actual sheet music for this song. the G chord as written in this tab is actually a Gsus2 chord instead Gsus2 [3x0233] it sounds a lot better too, try it out

The most common way to play it would be like this (lowest to highest) --> 200232. That also adds the open A which is the fifth of the D chord as well as the low F# which is the third. This chord will sound nice and big, so i like to use it instead of the usual D-chord shape in many cases.
