It's sorta right depending on how you read it. I think this was stolen from the Dylanchords.info site. Anyway, the lower case chord listings on this tab are supposed to represent the little run that Dylan does on the A string between chords.(3-2-0, 0-2-3, etc.) There are more runs in the song then what are listed here. Just throw them in randomly.
