This is my attempt at tabbing this. I think I've got the intro figured out,
and this is how it seems they actually play it, based on various live and official
YouTube videos.

Note, it looks like a mixture of 7th fret harmonics (slightly muted though) and
some effects*. The sound generated is helped by
playing towards the neck on the E, B, G and D strings in each bar. I.e., at the
start of each bar pick up at the bridge and finish the bar at the last pickup.
 
If you like, playing at around the 11th fret works too.

I've worked out the effects roughly used by Russell in this part. I don't know
the brand names but:
- Delay, set on slapback
- Whammy, sounding both octaves
- Light distortion
 
In the studio album version, the intro's improved using a computer, but those
are the effects he seems to use live.
 
Also over the intro at random places, an F# is sounded on the synth.

with an octave pedal that plays the lower octave louder.

in the video, it looks like he just is tapping the high E with his pick. if u tap it going up the string, it sounds the same.

Fret 3? Weird. I saw them once and they used 7 or 11 when I saw them (something high, that's for sure). It's more about the effects really than what he plays.
